The Office of Jacob James Welch
Act to change, Empower Lives.

Jacob's values
Our economic model must benefit all citizens, not just the affluent. This necessitates the creation of high-quality, well-compensated jobs offering security, stability, and advancement opportunities for individuals and families.
Jobs and Wages:
Prioritizing investment in the American workforce and their aspirations is paramount. Strategic job creation initiatives in infrastructure, advanced manufacturing, technology, and clean energy are essential, coupled with robust support for both small and large businesses. Significant job growth will stem from these sectors, creating a ripple effect of expansion and opportunity. The current exodus of jobs is largely attributable to ineffective policy and excessive regulation, hindering business prosperity and limiting their service provision capacity.

It is imperative that we cultivate and maintain productive relationships with corporate leadership while simultaneously pursuing strategic negotiations. This necessitates a comprehensive review of tax structures and regulatory frameworks to identify areas ripe for streamlining, thereby fostering job creation and stimulating both large-scale and small-business growth. We must proactively address the concerns of businesses to prevent economic exodus. Furthermore, a thorough assessment of our international trade relationships with other agencies, companies, and nations is critical. Given our position representing 5% of the global population, fostering mutually beneficial trade relationships with the remaining 95% is paramount. Therefore, we must implement a fair and equitable incentive-based tax system that rewards business success while simultaneously supporting national priorities such as job growth, economic expansion, and investment in American education and workforce development.

To ensure equitable revenue generation, we should consider imposing a tax on goods and services offered in the U.S. market by companies that have relocated their operations overseas but maintain a commercial presence within the country
or hold U.S. government contracts. The 2008-2009 financial crisis, the most severe since the Great Depression, necessitates a review of contributing factors. Tax policies that disproportionately benefited the wealthy while neglecting investment in the middle class created a confluence of negative economic conditions. The consequences were devastating: nine million job losses, five million home foreclosures, and a $13 trillion reduction in household wealth.

Significant progress has been made; however, a reversion to previously unsuccessful policies with detrimental consequences is unacceptable. Therefore, in evaluating viable options, we must prioritize incorporating public input and engaging qualified professionals to mitigate financial risks and prevent lasting hardship for the American people. This approach ensures the U.S. government actively addresses and enhances the long-term stability and prosperity of the nation and its citizens.

We must evaluate all trade agreements, both foreign and domestic, using consistent criteria. Will they generate employment and stimulate economic growth? Will they lead to sustained increases in American incomes and wages, and does the potential trade enhance our national security? Given the substantial increase in the U.S. federal debt over the past century—from $373.7 billion to $31.46 trillion in 2023— now it 2025 the total debt is 36.2 trillion as of June 6, 2025. We must carefully consider the nation's economic priorities and implement strategies that promote growth without exacerbating the debt. To achieve fiscal responsibility and economic improvement, we need to identify areas for spending reduction while simultaneously pursuing proactive economic policies.
-
How can we invest in our people, communities and department agencies without adding an abundance of debt?
-
How can we start decreasing our national Debt.

I advocate for a national minimum wage increase and nationwide pay equity for women. Furthermore, I propose expanded profit-sharing initiatives, ensuring that all contributing employees, not just senior executives, benefit from company success.
The COVID-19 pandemic and its aftermath have revealed significant and unforeseen challenges for families. To address this, I propose developing alternative support systems to help individuals and families better balance their professional and personal lives. Life's unpredictable nature often forces difficult choices between essential needs such as food, housing, transportation, childcare, and employment.
This generates a high-stress environment characterized by instability, uncertainty, and insecurity. Nationwide, the minimum wage is insufficient for most Americans to meet their personal and community needs, given current inflation.
The most significant impact will be felt by single parents and young adults who may lack substantial savings or financial stability. Therefore, the implementation of flexible family leave, earned sick leave, childcare programs, and comprehensive workforce and educational support initiatives will mitigate these challenges over time. This approach will also enhance policy, accountability, and rectify past shortcomings that have resulted in an inequitable distribution of resources.

What is the proposed plan of action to ensure timely completion?
We must conduct a thorough assessment, actively engage in learning and listening, and subsequently take decisive action. This necessitates collaboration with high-net-worth individuals and the middle class, fostering mutually beneficial relationships that cultivate and expand effective opportunities for all stakeholders while remaining attuned to their values. Furthermore, we must address corporate loopholes exploited by both domestic and international executives to evade taxes and amass personal and corporate wealth.

The challenges facing American citizens are significant and demand immediate attention. Consider carefully whether continued political gridlock and unresponsive representation are acceptable. My commitment is to understand your perspectives, advocate for effective policy, and hold myself accountable for results. I aim to improve existing programs, foster innovation in education, technology, and the economy, and strengthen American independence while safeguarding our fundamental rights and liberties. I want to actively and respectfully participate, through engagement while earning your support in helping achieve the goals set.

Americas direction: Race/Crime:
Racial disparities continue to present significant challenges, disproportionately impacting various aspects of life, including housing, education, and the administration of justice. Globally, we observe pervasive evidence of racially biased practices. Therefore, we must proactively address these issues by fostering trust between law enforcement and the communities they serve, and by ensuring that police departments receive adequate resources and comprehensive training in the appropriate use of force., only when necessary.

Legal equity and respect for the law are fundamental to fostering positive community-police relations. However, current circumstances in many communities nationwide fall short of this ideal. Inadequate mental health services and insufficient social support within schools exacerbate safety concerns, particularly during police interventions. Therefore, integrating mental health training and resources into police departments' responses to non-violent situations, such as family disputes or school incidents, is crucial. A comprehensive strategy to address these systemic issues within the criminal justice system is urgently needed.

We also need to address gun safety; the gun epidemic is the leading cause of death for young African American men, more than the next nine causes combined. We must implement strategies to mitigate tensions between law enforcement and the community, fostering mutual respect to rebuild trust and thereby establish and maintain the rule of law. We have to address the plague of gun violence in our communities and schools, a huge contributing factor we see today. Sentencing racial issues also need to be addressed. Too many African American and Latino American men end up in jail or prison for nonviolent offenses.

It's just an unfortunate fact, that if you're a young African American and you do the same crime as a white Caucasian American man, you are more likely to be arrested, charged, convicted and incarcerated. Systemic racism within the criminal justice system necessitates immediate attention. We must address the excessive and disproportionate application of mandatory minimum sentencing. Furthermore, expanding second-chance programs and providing comprehensive re-socialization and opportunity services for formerly incarcerated individuals are crucial.

We have made significant progress in phasing out private prisons, and I advocate for its complete elimination within the state system. Profit should not be a factor in incarcerating young Americans. We can constructively address this issue through reform and rebuilding efforts. Implementing common-sense gun safety measures is crucial. The proliferation of military-style weapons on our streets poses a serious threat. In many areas, law enforcement lacks the appropriate weaponry to effectively counter these weapons, placing both officers and the community at risk.
We need comprehensive and universal background checks, and we need to keep guns out of the hands of those who would do harm. We need to prohibit anyone on a terrorist or no-fly list from purchasing or obtaining a gun, domestically or internationally. If you are too dangerous to fly, you are too dangerous to own a gun. There are things we can and should do in a bipartisan effort. One murder is too many, so it is important that we learn from what has worked and been effective, and avoid ineffective measures.

Securing America:
Cybersecurity presents a significant challenge due to the diverse range of adversaries involved. Independent hacking groups primarily pursue financially motivated attacks, aiming to steal and sell information. However, we are witnessing a concerning rise in state-sponsored cyberattacks targeting both governmental and personal data. Foreign entities increasingly deploy cybercriminals to infiltrate sensitive information.

It is imperative to ascertain whether the cyber intrusion originates from a foreign state or a domestic entity. The United States will not tolerate attacks on governmental or private sector systems by state-sponsored actors. While we prefer not to utilize our full capabilities for such engagements, we will resolutely defend our citizens' and government's data against all domestic and foreign cyber threats.

Maintaining robust border security is a persistent challenge. Homeland Security demonstrates indications of understaffing, while suboptimal policy contributes to significant financial burdens for American citizens. Americans should be first, not illegal immigrants. What I have seen over the 2020-2024 presidential administration is bad judgment and horrible accountability. Priority access to housing, essential services, and financial stability has been granted to undocumented immigrants upon arrival. New York City, alongside other major national urban centers, maintains a welcoming policy toward immigrants. However, this influx contributes to increased population density, elevated crime rates, and extended wait times for essential services among taxpaying citizens, a disparity not experienced by all immigrant populations.
The current surge in homelessness within the United States, exacerbated by inflation and other contributing factors, necessitates immediate attention.
Prioritizing the needs of our citizens experiencing homelessness over those of undocumented immigrants is crucial to ensuring access to essential resources. The influx of illicit narcotics facilitated by some undocumented immigrants poses a significant threat to vulnerable populations, including the homeless, children, and families already grappling with substance abuse, leading to potentially fatal overdoses and long-term health consequences. To address this multifaceted challenge, we must strengthen border security by focusing on our national interests, implementing robust recruitment incentives and compensation increases for border patrol agents, investing in enhanced physical border infrastructure, and enforcing strict accountability within Homeland Security and at all border entry points. Policies must be both compassionate and effective in securing our borders and protecting our citizens.

I advocate for providing financial assistance to state-level nonprofit and contracted agencies to aid Americans struggling with substance abuse challenges. The escalating number of drug-related deaths necessitates a more focused, domestic approach. Prioritizing the safety and well-being of our citizens through consistent aid and support is paramount before extending such resources internationally. Furthermore, we must develop effective, sustainable policies and incentives to address the needs of undocumented immigrants while ensuring thorough background checks.

Home domestic Attacks:
To mitigate the risk of domestic attacks within the United States, a comprehensive intelligence surge is necessary. This requires ensuring adequate resource allocation for law enforcement and relevant government and private agencies. Furthermore, robust intelligence gathering efforts must be implemented, leveraging collaborations with European and Middle Eastern partners, including Muslim-majority nations. Cultivating strong, communicative relationships with Muslim communities, both domestically and internationally, is crucial for accessing unique intelligence. These communities should be actively engaged in collaborative efforts with law enforcement agencies, fostering trust and dispelling historical anxieties.

Nuclear Weapons/Values:
Our national defense systems, including nuclear weaponry and military equipment, require modernization. Simultaneously, our capacity to act as a global police force is strained by the extensive commitments we maintain, often without adequate compensation. This overextension depletes our resources as government investments prioritize foreign conflicts and interventions aimed at upholding global values and freedoms, neglecting crucial domestic investments in our national security, stability, and economic opportunities.

Veterans resources/Services
Based on my observations over the past few years working with VA veterans, there is a demonstrable deficiency in community services, resources, and overall appreciation for their contributions. Through numerous conversations, I have gained insight into their feelings, values, and concerns. Many veterans lack a proactive post-discharge plan, facing uncertainty regarding housing, reintegration skills, and a potential loss of purpose, direction, and identity. We must hold VA leadership accountable for ensuring comprehensive veteran care, both during and after their service.

It is imperative that no veteran transition from service without adequate housing, pre-employment skills training, and financial stability. To address this, I propose collaborating with local communities, county officials, and federal agencies, including the VA and relevant U.S. Departments, to establish and enhance support services for our veterans. This initiative will prioritize improvements in veteran compensation, health insurance, and housing, while simultaneously promoting the development of robust contract, private, and community-based programs designed to foster veteran and family self-sufficiency through skills development, education, and successful community reintegration.

Health Care Reformation/Improvement Services:
I am committed to improving our national healthcare system to better serve families. I propose a collaborative effort to identify effective and legal improvements to Medicaid and Medicare, considering patient cost-sharing (co-pays), employer-sponsored plan coverage, and government plan coverage. Furthermore, I aim to fully understand the qualification criteria for comprehensive health insurance coverage.
I am dedicated to collaborative teamwork to implement the desired changes, enhancing our understanding of insurance options—comparing private and government plans, coverage percentages, and benefits—to best serve families and young adults. I welcome this challenge, aiming to improve, expand, and promote safer, more accessible, and empowering healthcare choices for all Americans..
Housing and Rental Support:
The cost of living in New York State is $2,848, representing a 1.47-fold increase compared to the national average. New York State holds the ranking of the most expensive state and the second-best state for residents. Between 2016 and the present, the dollar experienced an average annual inflation rate of 3.57%, resulting in a cumulative price increase of 23.40%. Consequently, current prices are 1.23 times higher than the average prices observed since 2016, as per the Bureau of Labor Statistics consumer price index.

In Buffalo and its surrounding areas, a 46% surge in homelessness between 2010 and 2017 directly correlates with a rapid decrease in affordable housing options. Nationwide, housing costs are escalating far faster than household incomes. Despite significant poverty in Buffalo, fair market rent continues to rise, requiring an annual income of $32,400 for affordable two-bedroom housing, exceeding the city's median income of just over $27,400.

The Western New York housing market presents significant challenges in both affordability and availability. High demand across all housing sectors in Buffalo is exacerbating the issue. Approximately 60% of local renters allocate over one-third of their income to housing costs, necessitating trade-offs in essential areas like food, clothing, and transportation due to the lack of affordable housing options within the market-rate rental sector. Furthermore, the conversion of previously affordable properties into luxury housing developments is driving up rental costs. This imbalance between increasing demand and dwindling supply is resulting in escalating housing prices throughout the region.

A growing number of families are facing the reality that they cannot find housing or afford rent. Homelessness is increasing throughout New York State and the United States due to inflation and ineffective leadership, not just in New York but throughout the U.S. An average of 50,000 New York citizens will seek refuge at the Department of Homeless Services shelters, while thousands more may face harsh cold, outdoor public, and environmental elements such as sidewalks, subways, and other public areas.

Seventy percent of families with children in New York are facing homelessness, and 80% will sleep in a DHS shelter. The cause of this homelessness is often rental eviction due to unaffordable rent.
The housing emergency in New York City forces many residents into a cycle of shelters and public facilities, resulting in significant public safety, health, and mental health challenges. This precarious living situation increases vulnerability to violence in unsupervised public spaces, particularly at night, and exposes individuals and families to life-threatening weather conditions due to a lack of adequate shelter and essential resources.

What can we do to work towards fixing this crisis:

-
Capitalize on community rental development opportunities by leveraging existing vacancies in villages, towns, cities, and counties.
-
Propose a budget increase for existing County DSS programs and services, coupled with strategic investments in resident-accessible mental health non-profit organizations and services.
-
Propose a phased increase in the minimum wage, commencing at $15.00 per hour and escalating annually to $21.25 per hour for all New York residents, irrespective of location. Concurrent with this, we advocate for enhanced employee benefits packages.
-
Implement a 10% reduction in property taxes.
-
Implement a 20% reduction in income tax rates.
-
Streamline and optimize the cost of living regulations.
-
Reduce regulations on food, energy, and housing costs could result in annual savings of $3,000-$5,000 per New York City resident.
-
Collaborate with Low-Income Housing Authority services and resources to expedite the reduction of the waiting list.
-
We should consider a reduction in the value pricing of merchandise, electronics, and non-essential public resources. This policy adjustment would likely increase disposable income for residents.

By fostering positive working relationships across all socioeconomic groups in New York State, we can stimulate investment in lower-income communities and promote business growth at all scales, thus expanding opportunities statewide. I am confident that a comprehensive strategy, including minimum wage increases and community development initiatives, can effectively mitigate the housing crisis and homelessness. This approach prioritizes responsiveness to public needs, incorporates public input, and reflects community values. Collaborative efforts will yield significant benefits for individuals, families, and the broader community.
